Apple acknowledged about this bug and in iOS 10.1 they fixed and users were able to use the effects with reduced motion on.
How to Enable iMessage Effects with Reduce Motion Turned On
- First thing that you have to do is Update to iOS 10.1. To update Head over to Settings -> General -> Software Update. If you can’t update OTA then update manually from here
- After you have updated, head over to accessibility section from settings and select Reduce Motion. Turn on the Reduce Motion and after you turn it on a new option will show up “Auto-play Message Effects“. Turn it on.
Now you can easily use iMessage effects with Reduced motion turned on.
